Can you shrink your pores?
Short version: no, not permanently. Pore size is largely set by genetics, skin thickness and how much oil the skin makes, and no cosmetic product changes their number. What genuinely changes is how full they are and how much shadow they cast, and that is what you actually see in the mirror.
The short list that works on appearance: a BHA two or three times a week, niacinamide daily, a retinoid over months, and daily sunscreen so the surface keeps its firmness. Everything else on the shelf is temporary.
Why do pores look bigger on some faces?
Three reasons, and only one of them is under your control. Genetics sets the baseline. Oil production stretches the opening, which is why the T-zone is where everyone notices them. And over the years the surrounding skin loses firmness, so the opening loses its support and reads larger, which is why the nose at 40 looks different from the nose at 20.
The fourth factor is lighting. Overhead light plus a front camera at ten centimetres is the least flattering combination in existence, and it is what most people judge their skin by.

Worth saying plainly: pores do not open and close. Steam does not open them and cold water does not shut them. What changes is how soft the contents are, which is why everything looks briefly better after a shower and unchanged an hour later.
What about blackheads and those tiny dots on the nose?
Most of the tiny uniform dots on a nose are sebaceous filaments, a normal part of how skin works, and they come back within days no matter what you do to them. Squeezing them leaves a wider opening and an irritated surface, which is a bad trade. A regular BHA keeps them less visible, which is the realistic goal.
Do pore-minimising products work?
Silicone primers and blurring products genuinely change appearance for a few hours by filling the dip and scattering light. That is makeup, not skincare, and it is a perfectly reasonable thing to use as long as you do not expect it to change anything by next month.
